The Delaware Department of Natural Resources & Environmental Control (DNREC) is the first place to visit for brownfield redevelopment.  Not only is financial assistance available; there is an interactive database of available sites for redevelopment!  

DNREC specifically offers loans and grants to help with investigation and remedial activities on certified brownfield properties through the Hazardous Substance Cleanup Act (HSCA).

The Hazardous Substance Site Cleanup Loan Program (HSSCLP) is a low-interest loan program that supports site cleanup.  Loans are available to nonprofit organizations and certain businesses; they must be used for investigating and remediating a hazardous substance release at a site.
