EPA Best Practices for Procurement

EPA developed this Best Practice Guide to help recipients meet federal requirements contained in the Procurement Standards of the Uniform Grant Guidance (UGG) published at 2 CFR Part 200 for financial transactions with EPA funds. 

There are additional rules for certain types of transaction. For example, procurements over $10,000 (the current micro-purchase threshold for most entities) almost always require recipients to follow an open competitive process. Subawards vs Contractors

EPA Cooperative Agreement Recipients (CARs) often find it necessary to procure professional services to implement their workplans. This is common for all types of EPA Brownfields CARs, including Multipurpose, Assessment, Revolving Loan Fund, Cleanup, and Job Training grantees. Professional services can be conducted by subawardees/subrecipients or contractors.
