1. Introduction

The West Virginia Land Stewardship Corporation (WVLSC) is soliciting proposals from experienced and qualified firms or individuals to provide Qualified Environmental Professional (QEP) services to support implementation of a U.S. EPA Brownfields Cleanup Cooperative Agreement awarded under CERCLA Section 104(k) for the remediation of the historic Hazel-Atlas Glass site in Grafton, West Virginia.

This procurement is conducted in accordance with:

  • 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards)
  • EPA Brownfields Cooperative Agreement Terms and Conditions
  • Applicable federal, state, and local regulations
This project is funded in whole or in part by the U.S. Environmental Protection Agency (EPA).

2. Background

The Hazel-Atlas site is a 6.26-acre former glass manufacturing facility adjacent to the Tygart River and Fetterman Park. The site contains contamination including PAHs, VOCs, heavy metals, and other regulated substances in soil and groundwater. Cleanup will be conducted under the West Virginia Voluntary Remediation Program (VRP), with reuse plans focused on green space and recreational development. WVLSC will serve as lead recipient of the $500,000 EPA grant and will oversee site remediation in partnership with local stakeholders, including Unleashed Tiger (UT).

3. Scope of Services

The selected QEP will provide the following services:

Task 1 – Project Oversight and Coordination

Assist WVLSC in managing EPA compliance requirements, including reporting in ACRES and coordination with EPA Region 3.

Lead and document monthly project status meetings.Prepare and submit quarterly and final progress reports and federal financial reports (FFRs).

Task 2 – VRP Compliance and Technical Documentation

Oversee site enrollment in WVDEP’s VRP.

Prepare or update the Human Health and Environmental Risk Assessment (HHERA) and Remedial Alternatives Analysis (RAR).

Draft and submit the Quality Assurance Project Plan (QAPP) and Sampling and Analysis Work Plan (SAWP).

Task 3 – Community Engagement Support

Participate in public meetings and stakeholder communications.

Provide technical input for outreach materials and signage.

Assist in maintaining project documentation for transparency.

Task 4 – Cleanup Planning and Implementation

Develop Remedial Action Work Plan (RAWP), including site layout, engineering controls, and reuse integration.

Assist with procurement documents and contractor oversight.

Ensure proper implementation of engineering/institutional controls.

Prepare the Remedial Action Completion Report (RACR), support land use covenant (if applicable), and secure Certificate of Completion (CoC).

Task 5 – Monitoring and Reporting

Conduct up to six monitoring events (e.g., MNA) as required under VRP oversight.

Provide final deliverables including documentation of cleanup results, maps, and data.

5. Proposal Requirements

All proposals must include:

1. Cover Letter with contact information and signature of authorized representative.

2. Qualifications and Experience detailing relevant brownfields cleanup work and familiarity with WVDEP VRP and EPA 104(k) requirements.

5. Cost Proposal, clearly itemized by task and inclusive of all anticipated expenses.

  • Labor categories and hourly rates
  • Estimated hours by task
  • Indirect rate (if applicable)
  • Travel costs• Subcontractor costs (if applicable)
  • Total not-to-exceed amount
All costs must comply with 2 CFR Part 200 cost principles.

6. References from at least three recent similar projects.

6. Evaluation Criteria

Proposals will be evaluated based on:

Demonstrated qualifications of personnel organizational experience with brownfields projects (30%)

Technical approach and understanding of the project (25%)

Cost effectiveness (25%)

References and past performance (20%)
