This webinar will explore the synergistic role of brownfield redevelopment in advancing the Maryland's Sustainable Growth Policy and Planning Principles, specifically focusing on Land, Economy, and Equity. Through three expert-led segments, participants will learn how identifying and cleaning up underutilized properties preserves natural resources, stimulates local economic revitalization, and promotes social equity in underserved communities. Featuring insights from the West Virginia Brownfields Assistance Center at WVU/Mid-Atlantic TAB, Seawall Development, Action Baybrook, Inc., and the Maryland Department of Planning, the session will provide a comprehensive look at the lifecycle of a brownfield—from initial assessment to community-centered reuse—as a primary strategy for sustainable development in the state.

- EXPLAIN how identifying and cleaning up underutilized properties (brownfields) preserves natural resources and working landscapes by referencing case studies shared by Mid-Atlantic TAB.
- ANALYZE whether and how a brownfield redevelopment project in their community is an example of adaptive reuse and is responsive to a changing market and innovations by assessing the project against the R. House example shared by Seawall.
- FORMULATE how to incorporate the equity principle into a brownfield project by applying approaches shared by Action Baybrook.
Carrie M. Staton is the Director of the Northern WV Brownfields Assistance Center at West Virginia University. Carrie provides strategic direction and oversight for the Center and its programs, including development and management of internal processes; program development and implementation; financial and administrative oversight; and partnership development and management. She also manages programs and projects related to community engagement, education, research, and collaborative redevelopment. She has published case studies on brownfield redevelopment in industry publications and textbooks and has presented at national and international conferences on brownfields and community development. She has also co-authored published research in public administration journals and an edited volume on organizational management. Carrie is a proud alum of Bethany College, where she received a Bachelor of Arts in Nonprofit Administration, and West Virginia University, where she received a Master of Public Administration. |
Cecilia Gonzalez is Action Baybrook’s Executive Director. She is a multilingual international and community development professional dedicated to engaging and empowering communities, so development can be inclusive of their voices in decision-making. She has worked in key roles, including in disaster recovery with World Relief in Haiti, partnership building for sustainable farming with ECHO in Latin America and the Caribbean, measuring healthy diets globally with the Global Diet Quality Project, and engaging Baltimore residents in the comprehensive planning process with the Baltimore City Department of Planning. Cecilia has a bachelor’s and master’s degree in food science from the University of Arkansas and Cornell University, respectively. She is a native of Quito, Ecuador – a city girl at heart. |
Katie See, AICP, is the Assistant Director for the West Virginia Brownfields Assistance Center (BAC). In this role, she provides technical assistance on industrial legacy sites throughout West Virginia and EPA Region 3. Molly Finch joined the Action Baybrook staff as the Property Database Developer to support the Baltimore Xcel Program in 2024. In this role she maintained the organization property database where all our vacant and problem property investigation information is entered so staff members can access, follow-up, and analyze property issues. Recently she has taken on the role of Director of Programs, which includes supporting all vacant and problem property programs and managing grants and reporting. She is also the Project Manager for the Potee-Garrett brownfield re-envisioning project. Molly recently graduated from University of Maryland, Baltimore County with a Masters of Science in Geography. Before working for Action Baybrook, Molly spent 5+ years working in environmental, conservation, and education spaces. This includes three years visiting Baybrook schools and teaching about Rocky the Rockfish as an environmental educator based out of the Masonville Cove Environmental Education Center. |
Sylvia Mosser, AICP works with the Maryland Department of Planning within the Built Environment and Land Use Unit as a Planner Supervisor, with a special focus on the Department’s brownfield assistance program, wherein she works with local governments and developers to promote brownfield redevelopment throughout the state. Sylvia previously worked as a project manager for a New Jersey environmental consulting firm where she managed environmental assessment, investigation, and remediation projects for commercial and industrial facilities, especially environmental due diligence. Sylvia graduated with her bachelor’s degree from Carnegie Mellon University, and she earned her Master of City and Regional Planning (M.C.R.P.) with a concentration in environmental planning from Rutgers University Edward J. Bloustein School of Planning and Public Policy. During graduate school, she studied abroad in Australia where she researched human dimensions of sustainability and marveled at kangaroos and koalas. |
